Police arrested a suspect early Saturday morning several hours after after a shooting near the Panhandle killed one man and left another with life-threatening injuries.

The incident occurred at 6:30pm Friday when the suspect, identified as Joel Armstrong, 31, shot two men—one 28, the other 35—during an argument. The younger victim succumbed to his injuries, and the other man was transported to a hospital for treatment. Both victims are San Francisco residents, said police.

After the shooting, Armstrong reportedly carjacked a Toyota 4Runner at gunpoint at Fell and Stanyan and used the stolen vehicle to flee the scene.

At 12:17am, police found the stolen car parked behind an recreational vehicle on Alameda Street near De Haro in the Design District. After police conducted a wellbeing check and multiple people exited the RV, "officers determined that one person remained inside the vehicle," according to SFPD.

After police made contact with the RV's occupant, "an officer-involved shooting occurred." Officers called in the department's Tactical Unit and Crisis/Hostage Negotiation Team, but the suspect didn't respond to orders to exit the vehicle until approximately 2:20am.

After an evaluation at a hospital, police determined that no one was injured in the shooting.

Armstong, who has no fixed address, was arrested and has been booked on charges of murder, attempted murder, carjacking, receiving/possessing stolen property, and being a felon in possession of a firearm.

In accordance with SFPD guidelines, the department will hold a town hall within 10 days to discuss the circumstances of the shooting.
