Hillsboro Murderer Sentenced to Life Without Parole for 2023 Killing of Juan Javier MoncivaisSource: Washington County District Attorney's Office

Enrique Tapia-Chavez will spend the rest of his life behind bars for the murder of Juan Javier Moncivais in Hillsboro last year. Tapia-Chavez was sentenced on Thursday, after being convicted of second-degree murder and unlawful use of a weapon in a case that has brought significant attention to the suburban community.

The Washington County District Attorney's Office detailed how the incident played out on July 11, 2023. Surveillance footage showed Tapia-Chavez driving into a parking lot close to Southeast 10th Avenue and Walnut Street, where he later got out of the car to relentlessly chase and fatally shoot Moncivais. According to KOIN, Moncivais was shot in the back multiple times and, even after falling to the ground, was further shot in the head at close range.

Footage from the scene led to the rapid identification and subsequent arrest of Tapia-Chavez. Washington County prosecutors conveyed that Tapia-Chavez continued to shoot after Moncivais had already fallen, an act showing a chilling disregard for life. This ghastly act was later used to help convict him, as reported by KPTV, which stated that the jury found Tapia-Chavez guilty of murder, unlawful use of a weapon and felon in possession of a firearm.

Upon his arrest, authorities were temporarily unable to identify Moncivais. Tapia-Chavez will be transferred to the Oregon Department of Corrections where he will begin to serve his life sentence. There is no possibility for parole or an appealation of his sentence, sealing his fate to a lifetime away from society following the irreversible choice he made in a Hillsboro parking lot.
