The initial bust happened on April 23 when 23-year-old Froylan Armenta, already in custody, tried to smuggle drugs during a re-booking process. Acting on a tip, deputies found Armenta, 23, of Pinole, with methamphetamine. He was slapped with additional charges, including possession and intent to distribute meth, plus conspiracy to commit a felony. Despite having methamphetamine in Armenta's possession, deputies were able to prevent the drugs from tainting the prison population.

Not content with halting the drug flow there, sheriff's personnel pushed the investigation further, leading to the identification of three additional players involved in the operation. Guilermo J. Flores, 31, of Menlo Park, Christopher D. Merlo, 32, of San Mateo, and Ivette Duran, 34, of South San Francisco, were subsequently arrested and faced similar charges to Armenta's. These charges included possession of methamphetamine for sale, transportation for the sale of methamphetamine, and conspiracy to commit a felony, according to the Sheriff’s report.

While details on how deep this drug ring operated within the facility's walls are still hazy, the arrests highlight the ongoing battle correctional facilities face in keeping contraband at bay. With the swift action taken by the Sheriff's Office, the intent stands clear: to maintain the integrity and safety of the custodial environment, keeping illegal substances from corrupting the incarcerated. A task force dedicated to drugs intended for the prison was intercepted before reaching the hands of potential inmates.
