A body was discovered at approximately 10:08 p.m. on Mills Street near Oneil Street by a resident who immediately contacted the authorities.
Upon arrival, officers uncovered the severely injured body along with the bicycle, leading them to believe the incident was the result of a hit-and-run, confirmed by WWMT.
