A grand theft auto operation worth over $1 million has been busted in Harris County, with a 29-year-old Houston man at the wheel of the scheme, prosecutors said Monday. Kenneth Dwayne Westbrook is accused of leading a conspiracy to swipe more than 25 vehicles by exploiting social media and the trust of unwitting participants, according to U.S. Attorney Alamdar S. Hamdani.

The scam allegedly involved Westbrook enlisting individuals on Instagram, where he promised to pay them for renting vehicles on his behalf, but instead of using them for legitimate purposes, Westbrook collected these cars and sent them south to Mexico, and after dispatching the vehicles, he ghosted the renters who were left in the lurch as their calls and messages went unanswered, said the charges.

Westbrook, who was expected to make his initial court appearance on Tuesday, could face a serious stretch behind bars if found guilty, with each count carrying a sentence of up to 20 years and a fine of up to $250,000. The criminal indictment presented against him outlines a series of significant losses for the rental car companies involved, the total topping $1 million.

The FBI led the investigation into this high-dollar heist, with Assistant U.S. Attorneys Tyler White and Michael Chu handling the prosecution. While an indictment is only an allegation and all accused persons are presumed innocent, the evidence against Westbrook, if proved beyond a reasonable doubt in court, could see him inside a prison cell.
